As of the censusGR2 of 2000, there were 19,999 people, 8,193 households, and 5,776 families residing in the borough. The population density was 1,338.2/km (3,465.5/mi). There were 8,883 housing units at an average density of 594.4/km (1,539.3/mi). The racial makeup of the borough was 96.20% White, 2.42% African American, 0.05% Native American, 0.56% Asian, 0.01% Pacific Islander, 0.17% from other races, and 0.61% from two or more races. Hispanic or Latino of any race were 0.65% of the population.

There were 8,193 households out of which 27.3% had children under the age of 18 living with them, 56.7% were married couples living together, 10.5% had a female householder with no husband present, and 29.5% were non-families. 26.4% of all households were made up of individuals and 13.7% had someone living alone who was 65 years of age or older.
